-I beilieve it is important to carry out the proper evaluation of all the impacts, whether environmental, social, safety, of economic of such a major project, before it is implemented. This, of course, requires the fullest possible participation by the public sector.
-But this participation should be in keeping with rational dialog. Several points of concern become apparent here:
1. This website includes, most helpfully, a .pdf file of the preliminary Site Plan “Fit”. It has always been clear that the S.D. would have a buffer-zone fully surrounding the Compound, if only for the purpose of maintaining site security. This is clearly shown, at 300′ width. Presumeably, there would be an outer fence near the Property Line, & an inner fence at the buffer line. But the political “Kartoon” now being diseminated on winshields & on this wbsite shows an innocent young fisherman, line-in-water at Tuckahoe State Park, being over-run by a “Rambo” style gun-totin’ gas-masked military uniformed menace! Where, inside the 300′ buffer-zone is any part of Tuckahoe Creek fishing grounds? This type of material is not conducive to rational discussion, & may actually divert the discussion from important concerns which need to be addressed.
2. The “Fit” Site Plan was apparently released on 01/05/10, 2 weeks ago. It appears to me that such a document would be needed in order to commence an actual Environmental Impact Study. Yet this website is citing NEPA Regulations governing such a process, apparently claiming some failure to include public information & comment, as if an EI Study has already begun! I gather that the public interation innitiated to date, however inept it may have been, has been for the purpose of determining whether such a costly Study is warranted for the proposed Ruthsburg Site. Admittedly I haven’t read all the postings & articles on this website. If there is already an official EI Study under-way, I am unaware of it.
3. (Not to falsely seem aised to one side of the issue) The most important issue I can see, in reviewing the “Fit” Site Plan, is that there is nothing shown as to intent or means of Sewage Treatment! While clear indications of Storm-Water Retention facilities are shown, it remains unclear as to what provision is proposed for Sewage. There are 6 Dormatories, each about 50′ x 200′ & presumeably 2 or 3 Stories, as well as significant admin & classroom space. Lacking an adequate public Sewer system, such a facility would normally be served by a dedicated self-contained Sewage Treatment System, with on-site percolation of basically clear effluent. No indication is given of approach, or allotment of space for this function.
4. A rather small structure is labeled as the Power Plant. It is near teh Eastern Buffer-Zone. An important issue is what type of Fuel it will use.
-Lets get down to a true analysis of real issues & get away from unproductive rhetoric. We have important work to do, & must not appear as irresponsible in our comments.

I am glad that the State Department is considering Kent County for the hard skills training center. They are already close to all of the noise from Aberdeen Proving Grounds, so they won’t have any issues with that. They are also suffering more economically than the folks here in Queen Anne’s County.
I have friends who are victims of Embassy bombings. I avoided one such incident when the bomb was discovered by guards. Another time, it was sitting on a toilet when a carbomb exploded. American diplomats live with terrorist threats as do their families.
I am sorry that you had to waste your millions on this mailing. You could have stayed home grilling Ruthsburgers. Your arguments are false and short sided. You can hear the real big guns of Aberdeen. 9mm pistols don’t wake the corn and driver training doesn’t make as much noise as one of your pickup trucks,
